I have never been able to get proper service. During rush hour, they came up with breaks, as a result of the queue. Once they simply refused to withdraw money from the card, you see, 2500 is a very large amount (it was the day of pension payment). The exchange rate is always the worst. I forgot the PIN code - imagine, you come to the department with your passport, and they tell you: if you want to find out the PIN code, pay! Rough.
