The department is a time machine in the USSR. Queues, because there are only 2 cash windows. Because of this, the service is very slow. To pay for a loan from a bank account (without a card, but with a passport), you need to stand in 2 queues!
Moreover, money cannot be withdrawn from the cash register! An expense order is issued in one window and a payment is made with it in the second window.
It's a form of mockery when you have to go through a session of torment in order to give money.
