As I understand it, medical institutions are required to dispose of syringes in a special order and accept these syringes from the public. But the doctor (I do not remember exactly his name) (but I can find by letter addressed to the Minister of Health, who never received an answer) refused to take a syringe, explaining that he is not obliged to take it free of charge. I think they have to take a syringe.
