This "organization" replied no, it is not necessary, i.e. it turns out that it makes copies of everything that will be brought and when they found out that the payment from a foreign account remembered about some documents, apparently fearing to attract attention. If you had listed in advance what documents you need, I would have prepared them. You are wasting people's time and misleading them. I will contact the state authorities to conduct an audit of the activities of this "organization"
