The working time in the office does not coincide with the actual working time. In general, everything is the same as everywhere else. They come up with any options to make life as uncomfortable as possible for ordinary people.
If there was an opportunity, I would give them a minus, not a one.

There is no online queue (2024 is in the yard), I took a ticket - sit, but most likely stand in the stuffiness because there are no places, as there are no parking spaces for cars. On average, 3-4 people pass per hour because the same ticket is called 3 times with a difference in the call of 1-2 minutes, in total, either you come and wait from the opening, most likely everything will work out, or if you come in the afternoon, it doesn't make much sense to wait. To answer why this is happening - no one can or wants to, everyone shifts responsibility to another. At 16:00, it is already unlikely to find someone from the management, the total score is definitely negative. Two days were spent on renewing the key and this with a full set of documents.
