Hello. I, Elena Nikolaevna Shishlo, am raising a disabled child, born in 2007, SUZ - 3.
On October 1, 2024, her certificate expired - the MREK expired, and, from October 2 (according to the instructions on the procedure for sending disabled people (patients) to the MREK (paragraph 9 of the addendum to the decree of the Ministry of Health of the Republic Belarus dated 09/14/2023 No.136, to Resolution No. 77 dated 06/09/2021), the polyclinic will send her documents for re-examination to the MREK. Let me remind you, paragraph 9 says: "During the re-examination of disabled people (patients) The VCC sends a referral for a Medical and social examination no later than 14 calendar days after the expiration of the MREK conclusion." In this regard, I had a question that I began to ask the specialists back in September:
And what status will my disabled child be in all these days until we are invited to a re-examination in the MREK?
To which, at the clinic, I was offered to write an application for an early re-examination, without clarifying this question with a proper answer. I called the hotline at the Ministry of Health with the same question, where I was redirected to Inna Leonidovna, who did not give an exact answer to this question and confirmed the answer to another question that, yes, the certificate will be issued retroactively from the moment it ends. I discussed the same question with the head of the 4th children's polyclinic Svetlana Nikolaevna, and I also asked the chief physician of the MREK Anna Mikhailovna, after listening, she clarified the terms of consideration by the MREK (up to 30 days), offered to write an application for early re-examination and, like others, could not answer my question:
"What is the status of my disabled child while we are waiting for a re-examination in the MREK?" In the status of a healthy person?
Due to the upcoming operation at the cancer center, which was planned for the end of September / beginning of October, we cannot postpone the MREC for early consideration, I informed everyone about this, and while I was looking for an answer to my question, the disability certificate ended on October 1, where we immediately faced a number of problems:
Firstly, due to with new problems with the child's health, we decided to switch to home schooling. On August 28, 2024, the polyclinic took a reference from the VKK that she needed home schooling, but I was upset that the certificate was given only for a month, until October 1, i.e. before the validity period of the certificate.
Secondly, they offered a ticket to the sanatorium during the period coinciding with the "undefined status of a disabled child"I had to give up.
Thirdly, when moving in public transport, we cannot use the benefits during this period, which was confirmed by the ticket cashier of the Ravnopolye station, Natalia Ivanovna, following the job description, who did not issue us a discounted ticket on the certificate, because its validity expired on October 1, and she is certainly right to object to my words: - You understand, we will have a certificate from October 1, only it is issued retroactively in the MREK, but while we are on re-examination..."
"Yeah, you can't sew understanding to the case, you need supporting documents," said a man standing next to him.
Therefore, given the inconsistency of the system and the emerging problems associated with the resolution, I propose to amend the procedure for the re-examination of persons with disabilities in the MREK in clearer terms.
Due to the importance of improving the situation of the category of citizens with disabilities, protecting their rights, as well as the massive misunderstandings and inconveniences caused to people with disabilities, I believe that it is necessary to raise issues in the Ministry of Health and in the Council of Ministers of the Republic of Belarus about correcting these resolutions and changing some regulatory documents.
Thank you for the opportunity to speak out, because I think that at the moment the system is not thoroughly regulated, and the rights of people with disabilities are not fully protected during the re-examination.

On 12/21/23 I was with my daughter on MREK 3. It seems that the members of the commission (Chairman Rybachenko E.A.) have not read the documents. They called the conclusion of the CT scan, which does not correspond to reality. They were not very attentive, they asked questions about the medications they were taking, dosages. And when they talked to me, they voiced other dosages. This confirms that the daughter was not listened to at all and the whole situation is deeply indifferent to them. They did not pay attention to the complaints at all. I was very outraged by the words of the chairman of the commission that if my daughter had fallen ill at an older age, then after chemo-radiation therapy they would not have given the group, but just sick leave and work. When they did not agree with their decision, they were sent to Kalvariyskaya Street to file an appeal. Then, when we had already called a taxi, they said that we could write a statement from them.
