Most likely, Stella was made for agricultural machinery workers nearby. Stella's condition is deplorable, I would like the local authorities to make cosmetic repairs.

A wonderful monument, an original building. I have not seen anything similar in other cities. It can be considered a landmark with full confidence. But the condition is terrible, the stella is collapsing, the letters are erased. It is based on an honest socialist word. They would have done something for decency. It's a pity that this happens to historical monuments. I hope that the authorities will pay attention to this.
