The disadvantage is obvious — not the most beautiful view. Roughly speaking, it is not there.

There is a very beautiful view of the Dvina River and the city, I advise you to read more about the town hall, the observation deck, there is an even steeper view

I just found out that this is an "Observation Deck", not that you can see much from it... But it's always good to take a walk here, I recommend it!)
