Why is it never possible to get through to the *one window* service??? The beeps are ringing, there is no answer, is it really so difficult to answer?then who do they leave these numbers for, I don't understand, I didn't get 3 different numbers from any answer, what should happen for the specialists to pick up the phone?

The work is poorly organized. There is a huge queue, specialists take people out of turn, which doubles the waiting time. During the appointment, the specialist leaves the workplace without warning.
