Is this normal? No. For some reason, delivery in Minsk works until 20.00.

The usual small mail. It is open on weekdays from 09:00 to 17:00. On Saturday from 09:45 to 14:45. Lunch is from 13:00 to 14:00. The weekend is Monday and Sunday.
