The repair seems to have been recently updated. To get a card, you need to bring your notebook. The service is free for foreigners. But few people understand and speak Russian there, for me personally this is the main barrier.

Doctors always go somewhere, never sit in places when I had "it turns out" acute appendicitis, I sat in line 1 hour after they took me to hospitals and then the doctor from the regional hospital said we urgently go to surgery a little more and it would burst, but in our 4th polyclinic, well done, they don't know a damn job of course, there is also no contact phone number on the page and how should people search if they are from far away
