If you bought a SIM card for your passport, you will not be able to simply reissue it to another person. It works for a month on an "unregistered" phone. Then it is blocked. After buying a SIM card, you need to go to the main post office and register the phone there, if it was not bought in Uzbekistan. The cost is about 50000s / 5 $. You can't make a payment through the app. It seems that you can pay by card through Sberbank. There's something in the list of operators.
