You can walk along the edge of the island, look at the other shore, at the government buildings. Pleasant manicured lawns and flower beds, a treadmill, a small exercise complex (to pull up, stretch, etc.) You can sit. The wind blows very hard, it's a whole quest to get there on foot. There are no sidewalks, and there are no crossings near the interchanges at the edges of the bridge.
