It is better to book tables, there are always a lot of people.
Excellent breakfasts with scrambled eggs and prosecco. They serve you quickly. The coffee is great. The dessert menu is small, but there is plenty to choose from.

This is a very cool place with democratic prices.
For dinner for 3 people, 120 rubles came out.
This amount included a bottle of champagne, a bottle of corona 0.33 beer and 3 hot dishes.
Breakfast for 3 people: 70 rubles .
The price included 4 dishes, one coffee and 2 glasses of sparkling wine. The place was booked in advance. The restaurant opens at 9 a.m. and there will be no free places on the terrace if you do not take care of the evening and do not book.
Now about the impressions.
I have been to Brest 2 times and it has already become a tradition to have breakfast on the terrace of this wonderful institution. I really like the fact that all the waiters are neat and look very respectable, the service is on the level. And this is 50 percent of the success of this institution. The remaining 50% is, of course, the kitchen and the overall impression of the location and interior. It is the little things that make any place unique. In this institution, a pleasant impression is created due to the concise menu, there are quite a lot of dishes, but everything is clear, non-intrusive and pleasant music is playing, cleanliness not only in the hall and on the terrace, but also in the restroom. I will separately note the presence of premium-level soap accessories that smell just amazing, connoisseurs will definitely pay attention to this. Another advantage for me was that I can tip the waiter by scanning his business card and going to the waiter's page, rate and pay as much tip as I see fit. This is very convenient because you rarely use cash anywhere, and it's not nice not to thank the waiter for good service.
Total: this institution deserves the highest rating in all respects.

The polite staff and two of the three dishes were excellent (carpaccio and cabbage), but the salad spoiled the whole experience.
The seasonal poached salad seemed to have been brought from another kitchen, from the appearance of dry salad leaves to the sweet sauce that was poured over transparent cucumbers - everything looked as strange as possible. The poached egg was just a raw egg with a clear white.
I didn't eat half of it, the reason was explained to the waiter, but no measures were taken. The salad was included in the bill.
In establishments of this level (and I was told that the Times is one of the best places in Brest) It shouldn't be like this. Asking if you liked the dish left on the plate is not for show, but for some results.

I came to this cafe based on positive reviews and was disappointed. The order was not accepted for more than 15 minutes. The waiters are slow. They cook for a very long time. Several times, when we came to Brest, we went to this cafe. It couldn't have been a coincidence three times. I did not like the service: they carry the order for a long time, I asked for black pepper - it was never brought, in the end they decided to drink more coffee with dessert, so coffee was brought in 5 minutes, and dessert in 25! We won't go there anymore.

Just great service! We arrived in Brest for two days, on the first day we came to this cafe, had a great breakfast. I liked everything. But on the second day we decided to try something new, we went to another cafe for breakfast. They came, sat down, looked at the menu and the waiter... got up and went back to the Time Cafe. Because it is incomparable with other cafes, probably the best in this city.

I didn't like the breakfast.
It is difficult to find a table, it takes a long time to wait for food, the food itself is very mediocre. The description is beautiful, but cooked like in an inexpensive cafe or at breakfast in an average hotel: just pancakes with meat, just a casserole with jam, just dumplings with some sauce. They were not impressed either by taste or appearance. Yes, it's fine, but it wasn't worth the time.
