Reconstruction is underway, but it is open to the public. The cost is 250 lire, they give you a booklet. I love such objects. There are practically no people, the views are amazing, on the sea, on the city, very atmospheric!
It is better to go in the daytime, because the area is not tourist, near a cemetery, car repairs, car disassembly, vegetable gardens of local residents, a bus stop that goes to the city center, one cafe like a local tea-coffee sandwich.

It's a beautiful place! There are guided tours in the evenings, during which you climb one of the towers. There may be a strong wind, so it's better to dress warmly. Nevertheless, the view of the city is just wonderful! Flashlights are provided before the tour begins. We visited this castle museum in early April 2024.
I really liked it! The entrance is only 100 liras, while in addition to the castle itself, you can also go upstairs and admire the beautiful panorama of Istanbul.
There are still few tourists. The castle is under reconstruction, I think over time it will be "promoted" and there will be noticeably more tourists.
Another plus is the relative proximity to the center. From Yenikapi and back we walked 4 km along a beautiful and deserted promenade.
But you can also get there by train.

We were in September 2023. The price is 100 liras. 4 towers are open to the public. Round Turkish towers are empty inside. Square Byzantine tower at the Golden Gate in the inside with filling. Wooden decks and ladders. Ascent to the decks is prohibited. But there are no guards. We got up.
