I recommend it, despite the rather high price tag. But it can be reduced if you do not order alcohol.
The restaurant is very beautiful, unusual, located in a cistern (storage for water), built during the Byzantine Empire.
Great steak. Who are meat eaters - I highly recommend trying it. I don't write prices, they change often. In general, I can say that the bill for two with wine is 1 Booth. Salad, steak and dessert with tea/coffee - ≈170$. And there is also live music.

An atmospheric restaurant in a former cistern. There aren't many people, so it's not noisy inside. Jazz is playing. The waiters are very polite and try their best. The service is included in the bill. The dishes are good, delicious, but not straight wow.

An amazing place: a restaurant in a 5th century cistern! But even though there were no guests, they were not allowed to go downstairs... The price tag is much higher than average, because the place is tourist, located near the walls of Topkapi.
But I think that historical sites should be fully accessible to tourists, even for a fee. And the restaurant can be stylized...
