I recommend it, despite the rather high price tag. But it can be reduced if you do not order alcohol.
The restaurant is very beautiful, unusual, located in a cistern (storage for water), built during the Byzantine Empire.
Great steak. Who are meat eaters - I highly recommend trying it. I don't write prices, they change often. In general, I can say that the bill for two with wine is 1 Booth. Salad, steak and dessert with tea/coffee - ≈170$. And there is also live music.

An atmospheric restaurant in a former cistern. There aren't many people, so it's not noisy inside. Jazz is playing. The waiters are very polite and try their best. The service is included in the bill. The dishes are good, delicious, but not straight wow.

Удивительное место: ресторан в цистерне 5 века! Но даже несмотря на отсутствие гостей, спуститься вниз не разрешили... Ценник гораздо выше среднего, т.к. место туристическое, расположено у стен Топкапы.
Но считаю, что исторические объекты должны быть доступны туристам в полной мере, пусть даже за плату. А ресторан можно стилизовать...

Expensive, not tasty food, and terrible staff. I would not recommend this place, as there are expensive places with higher quality dishes.
The only thing is the beautiful atmosphere.
