The entrance ticket is inexpensive. There are elevators going up from the left side of the building. While taking the elevators, you will pass through the Dubai Museum of Local Culture. At the top, you can see Dubai on both sides. The frame itself is built in the place to divide Old Dubai from New Dubai, so there will be a very large contrast of buildings on both sides, where there will be skyscrapers on one side and ordinary low houses on the other.
Also, there is also a glass floor, with dynamic tiles that appear and disappear at different intervals. It's quite an interesting thing and looks very cool on the video.
The descent down is on the opposite side from the ascent. There will be a souvenir shop waiting for you downstairs, mostly branded for this building.
