Probably the budget does not collect taxes from landlords and the money from the newcomers settles 100% in the pockets of the tenants. One plus is that there are practically ZERO people :))) There is also a ruined cafe and pub at the entrance, as well as a battered sculptural fountain. The tactics seem to be this-people will go out of desperation, and only then something can be built and restored-investments are prohibited from outside🤷🏻♂️
