I called this department before going there. The phone was picked up immediately. When asked if I could send a parcel to the Moscow region at their branch, I was answered yes. Then I asked if it was easy to find their department in this building. The woman said that the knowledge is administrative and you can't go there without a pass. Services are far from being for the entire population.
