I believe that this should not be done in front of everyone, because they are trying, but if there is some kind of jamb, then it is better to say quietly not in front of everyone, and not to shame them at all cafes. And somehow it's not pleasant when you're sitting, drinking tea, for example, enjoying the atmosphere and they start yelling at people and scolding you for all sorts of dirt and stuff.
