A very cool manager, humanly told me what it takes to open an account, where are the rules. I figured out our problem situation and found a solution.
It is worth noting separately that now this bank has increased requirements for opening accounts, residence permits, 5-10 thousand dollars / euro on deposit.

I was in this department today. To open an account, I was asked to deposit 10,000 dollars. And by agreeing to these terms, what kind of service did I get? I came to the opening and took a number. I sat in line for 2 hours. As a result, the bank employees missed the queue to open an account for people who came after me, they had a number that followed me. The guys who were second in line began to get indignant. The manager came out and just yelled at them. I was told that I would come tomorrow and today I will not have time to open an account. That's the service here.
