Good staff, tactful, polite, helpful: explains everything clearly, helps in those places or documents where it is not clear... they do not show any visible dissatisfaction if the client is a little "slow-witted" or asks a lot of questions... There is a disadvantage: the queue is slow, as not all the staff accepts it...
