You can blame anything, but frequent non-compliance with the schedule, even on a day off with free roads, is constant. Deviations from the schedule of 3-5 minutes are acceptable. And this is taken for granted. Arriving on schedule is probably bad form. Changing the driver not at the final station is also a common occurrence. Etc.
