In fact, it is a beautiful modern well-maintained park with several fountains. Nearby there are pedestrian streets with lots of cafes and restaurants. In September, fountains here and in most of Baku are open in the evening.

It's Fotyuntanov Square in summer, and in winter it's a square with a New Year's Fair and just crowds of people, you can't get through. Very nice and dressed up. It smells of goodies everywhere.

In September, not a single fountain was working on Fountain Square. Therefore, the name is, of course, ironic. It's also a nice square with lots of benches and trees giving shade. There are many cafes around the square, so it is a kind of center of attraction for people.
