There is one free one with the announcement: "temporarily out of service" (apparently set for commission). The second (paid) one opens at 10 a.m. We pensioners like to come to the park early, and young people run along the alleys in the morning. In the morning, as in the evening, the park is crowded. You must agree that toilets are very necessary (free toilets). And your employees will have less to collect toilet paper in the park.
