Because if you walk down the footpath, you will be greeted by two large dogs. They are banned in a small area, but it is unpleasant. They are really big. I talked to the administration about this problem, but they have one argument, dogs don't buy anyone behind the fence. The fact that visitors may be scared does not bother them.
