For whatever reason the entrance was free that day;)))) and certainly I took that chance. Nice view plus you may have some coffee one floor below. In addition you may consider buying a single entry ticket to the building itself (entrance from the opposite side) to check several art exhibitions.

You can take the panoramic elevator, but there is always a queue for it) there are regular elevators. The entrance to the Observation Deck is on the left around the corner from the main entrance to the Library. They also sell tickets there. There is a cafe and toilets on the 22nd floor.

To get to the site, you need to queue first at the ticket office, then at the elevator. The ticket for an adult is 10p. The elevator is panoramic only on one side, if you entered the elevator last and are standing near the doors, almost nothing is visible. The views from above are beautiful. The glasses are normal (I read earlier that they are cloudy), ordinary glasses, everything is visible. There were no special people who wanted to look through binoculars, they could use them freely. Naturally, it's cold and windy there in winter. We walked around once in a circle and went back.

A high-speed panoramic elevator will quickly take you to the 23rd floor, where you can enjoy a beautiful view of Minsk. The site is quite large. It's a pity that it was sooo hot, so we couldn't stay there for a long time. But the rudeness of the staff is amazing.
They bought tickets at the ticket office, and then there was a door with a sign saying "do not pull the door, the administrator lets you in." The door is indeed closed. Well, we are standing, people are in front of us, people are piling up behind us, we are standing. People come out of the door, we don't stand there, it says the receptionist will invite us. Meanwhile, the queue is huge, the cashier sees it, but does nothing. The man in the queue can't stand it - he comes in with the incoming ones. Iiiii... He just goes to the elevators.
Thanks to the man, he came back for us.
We go in, the receptionist (the guy we already wrote about) is sitting with an innocent look. To our "what the hell", he calmly replies, "you didn't come in." It's like walking through a closed door. "Come on in, don't hold up the queue." So YOU created it.

I really liked it. It's windy, but at this altitude it's not surprising. The panoramic elevator is just on the way up to the site, it already opens up a beautiful view of Minsk, which takes your breath away.
There are two devices on the site to approximate the view, thanks to which you can see the nearest radius in detail. There was no queue on a weekday, but there was an excursion children's group. The site is clean, the glass security fences are clean, it's great to watch the panorama of the city landscape through them.

We stood at the checkout for 10 minutes, the staff was polite, there was cleanliness around. We took the elevator to the 22nd floor. On the 22nd cafe and gallery, everything is neat, clean. The toilets had everything you needed. The prices in the cafe are slightly inflated, although the tables were still virtually all occupied, I conclude that they cook well. Then we went up to the 23rd floor on foot. And here is a magnificent view! Beauty! We visited this place again.
Well.... a library, as a library should be. Clean, quiet, intimate. At the same time, it is cozy, spacious, and fresh.
The employees are friendly and welcoming.
We went up to the observation deck. I would like to mention the person on duty at the elevator (unfortunately I did not remember the name), while waiting for the elevator we had a nice conversation))).
The view is wonderful. Minsk is beautiful. It grows and blooms. A very good review. Beautiful views. Before that, we were in the dark - it's beautiful. This time in the bright sun, it's beautiful. Conclusion: Minsk is a very beautiful city.

We were in Minsk in March... And we drove through all the sights of this friendly city. An overview on the roof of the library. The price for an adult is 8 rubles, for a child 5 Belarusian rubles. The elevator is flying fast... If you stand at the window, you get a cool view. Well, the viewing is given an hour.... It took us 15 minutes. Yes, it's cool and large-scale... Recommend. We were there in winter. Winter without snow, drizzle from the sky. Bottom line: nothing is visible at all, all the safety windows (let's call them that) are covered with raindrops, fog in the distance. We wasted our money. 10 local rubles per person, for taking a ride on a panoramic elevator is a so-so pleasure.
We were at the WWII Museum, the price is the same, but I would have given more, because the expositions and installations are the most grandiose. And here... just collecting money.
