I give you 1 star because I couldn't get to this observation deck, because Yandex Maps incorrectly set up a walking route that DOESN't EXIST!Yandex suggests walking more than a kilometer along a busy highway, there are no hiking trails to this observation deck! You can only get there by public transport.

It's a great playground. Just don't go there at night on a motorcycle.. :) The road is quite narrow and steep, the oncoming traffic is blinding and there is no lighting. But the view is amazing... Great!
