Два выходных для почты - чрезмерно! Почта - это связь. Любая система без связи мертва. Ищите кадры, мотивируйте, но почта должна стремиться работать 24/7 Кто отвечает за кадры должен уйти с должности - не понимает или немощен руководить почтой.
