If you will be in the library area, then why not visit the observation deck. Honestly, if you get far away and not on the way, then I would not recommend going purposefully. But for 300 Russian rubles, this is a gift :) The glass on the roof is not washed everywhere, in some places it interferes with the view. To take a photo, you need to reach above the fence. You won't see anything special, all the sights are far away, but it's fun to look at the city from a height.
