Well, as for me, there are not particularly problems with queues. I was there 2 times: the first gave my passport to get registration, the second took it and issued a social number. The first time I waited no more than 15-20 minutes in the morning for my turn after making an appointment, the second time the queue was not needed, the window was free and the passport could be picked up without waiting in line. Of the disadvantages, except that there are no pointers in Russian, and in general pointers and adequate instructions on what to do in various situations. For example, I had to read an article in the immigrant community to understand that a passport can be picked up without waiting in line in the same window where I applied for registration. Russian Russian and English translation is available at the terminal for issuing coupons, and the employees themselves speak Russian.

Incompetence comes first here. If you want to stay here all day and leave with nothing, then you are welcome here. Otherwise, go to another passport office.
