Level 6 Local Expert

They take bad photos on documents, blurred and not sharp. When asked to redo, they agree with a misunderstanding, but they do it blurred again. The focus is not on the face, but on the background... they were not done for one person, but for several and they all have the same thing. What to do about it is unclear…
