If there are not enough people, you need to call for help and open an appointment in another office, rather than building up a queue of 10+ people for 3 hours! Fortunately, I rarely got into this, but one day, because of such a queue in the pre-medical room, I was late for the airport, because I did not expect that I would wait more than an hour.
