The certificate was sold, but the service was not provided, it was delayed for more than six months - "they were fed by the fact that there was no flight permit." The money is not refunded. Messages are not being answered.

Don't get involved. There have been no flights for almost a year. The certificate seller is just a sole proprietor, an intermediary named Olga Abramchuk, who accepts cash, but does not issue a check. They feed you breakfast, and you don't have a pilot's license. There are no flights!!
