Don't waste your nerves on this.
I needed a photo for the greencard lottery. The photographer could not cope with adjusting the photo to the parameters. The bottom line is that there is a criterion where the eye level should be and the height is clearly defined by a percentage of 56-69% of the image height (600px). It is not difficult to calculate 336-414px. The photographer couldn't cope and started accusing me that it was because I was so picky about the rules that I didn't win every year, that I was poorly educated. He returned the money, told me to delete the photo, and just a second later he said, "Oh, you won't be able to use the photo anyway." When he came home, he saw messages that he himself was using my photo in order to reject my lottery application. The photo was grainy after retouching and of poor quality (apparently the computer's power is not coping), the background is orange dirty wallpaper with a battery on the plan. I wouldn't even go into such a pigsty to urinate, and I don't recommend it to you either
