He could not provide any reasonable arguments to justify such a decision. He just tried to read out to me the point of the rules about the presence of stains on the bill. When I asked to show where exactly the cashier sees the spot, the cashier said, "Well..you have the bill itself as one big stain." As a result, I had to go to a nearby bank and change this bill there. It is clear that she was accepted there without any questions at all.
