I refueled with LPG for the last 3 months of my stay in Rivne. The gas quality and price are normal for Ukraine. Why for Ukraine, because I drove 420-450 km on LPG, which is produced in Ukraine. And now I'm refueling and driving from 470 to 520 km on one full tank. Most likely, there was little bhutan in Ukraine, but I can't say for sure. I did not do the analysis, but I feel the difference in mileage, and even in Moscow there are traffic jams, which is practically absent in Rivne.
