Today, at the VTB branch, I saw that cards are issued to non-residents. Apparently, the "specialist" two days ago wanted to finish the shawarma at the desk so much that she told us "we do not open accounts for non-residents at all." Sorry for the time lost, So far, it has helped us a lot that at least there is a withdrawal from the WORLD cards.
