Zheu-13 just don't know how they work at all?, in the sense that they take money for capital repairs and for what ?there has been no repair for 10 years, the roofs are flowing after the rain, there is no question about plumbing, they charge money at their discretion, you call repeatedly about heating kapets at 115, everything as it was and is not moving at all!!!
