For whatever reason the entrance was free that day;)))) and certainly I took that chance. Nice view plus you may have some coffee one floor below. In addition you may consider buying a single entry ticket to the building itself (entrance from the opposite side) to check several art exhibitions.

A high-speed panoramic elevator will quickly take you to the 23rd floor, where you can enjoy a beautiful view of Minsk. The site is quite large. It's a pity that it was sooo hot, so we couldn't stay there for a long time. But there is a wonderful cafe on the floor below, where in the cool we tried very tasty dishes, especially liked the traditional Belarusian pancakes.

I have been here recently, the entrance to the observation deck itself is located on the back side of the National Library, there are all signs so you will not get lost. An adult ticket costs 10 rubles. The staff is very pleasant and polite. The playground itself is located on the 23rd floor. The ticket costs 10 rubles, there are no benefits for children. The outdoor area on the 23rd floor is actually closed - everything is fenced with transparent panels, you can take pictures only where there are small windows.
There is a covered gallery on the 22nd floor, where you can also see, but the views are the same.
And in general, the views of the new part of the city do not make a wow impression.
It is very hot during the summer day. And I didn't like the fact that the movement up and down is not organized - there is one panoramic elevator, the rest are service ones, someone goes out on the 22nd, someone on the 23rd, and you have to wait a very long time to get down, despite the fact that there are not so many people.
So I think the price is too high.

I really liked it. It's windy, but at this altitude it's not surprising. The panoramic elevator is just on the way up to the site, it already opens up a beautiful view of Minsk, which takes your breath away.
There are two devices on the site to approximate the view, thanks to which you can see the nearest radius in detail. There was no queue on a weekday, but there was an excursion children's group. The site is clean, the glass security fences are clean, it's great to watch the panorama of the city landscape through them.

Maybe other visitors will swear, but we did not understand and did not get into it. The entrance is on the opposite side of the main entrance to the museum. We were on the 20th of July, 23rd. It was hot outside. And we were standing in line for tickets, tired of discounts for schoolchildren and students only studying in Belarus. So-so conditions... We paid and took the elevator, there's nothing to breathe. We went up to the 23rd floor, went out to the playground, it's even worse there. There is no wind, as it is covered with protective glasses, but the scorching sun has been added. There is nothing to look around, or high-rise buildings or construction sites. Binoculars don't save you. We went down to the cafe on the 22nd floor to drink coffee with sweets. I liked it there, both the serving and the taste. Only for some reason they save money and the air conditioners do not work. Maybe, of course, workers in their free time sit in the freezer and come out to warm up sometimes))) In short, our family didn't appreciate it and I don't want to repeat it.

The toilets had everything you needed. The prices in the cafe are slightly inflated, although the tables were still virtually all occupied, I conclude that they cook well. Then we went up to the 23rd floor on foot. And here is a magnificent view! Beauty! We visited this place again.
Well.... a library, as a library should be. Clean, quiet, intimate. At the same time, it is cozy, spacious, and fresh.
The employees are friendly and welcoming.
We went up to the observation deck. I would like to mention the person on duty at the elevator (unfortunately I did not remember the name), while waiting for the elevator we had a nice conversation))).
The view is wonderful. Minsk is beautiful. It grows and blooms. A very good review. Beautiful views. Before that, we were in the dark - it's beautiful. This time in the bright sun, it's beautiful. Conclusion: Minsk is a very beautiful city.

An elevator with panoramic glazing provides access to the 23rd floor. I recommend starting with climbing and exploring the city, then to the 22nd floor, there is a great cafe! We were in May and, of course, visited the observation deck on the beautiful library building.
For me: to look from this 23rd floor, well, there's nothing to do with the weather, of course, I was lucky, but nothing more.
On the 22nd, they offer to see an exhibition, which again has nothing to see. It took us 5 minutes to walk around 2 floors and leave.
But they stood in line to get there for about an hour. Took two:one at the cash register, the other at the review.
There are breaks at the ticket office (which is wild for us), they stood for 25 minutes, the cashier went on a break (fortunately it takes 15 minutes).
In parallel, the queue for the observation deck had already come up, those who had tickets were allowed to go ahead and waited for the ticket office to open.
* By the way, you can not stand at the box office and buy tickets through a QR code, but, firstly, most of them are not local and few people buy SIM cards (for a couple of days, then at a thousand rubles tariff), there is no wi-fi, secondly, who tried to buy it-not it turned out to be one of the 5th.
When buying tickets (the price seems to be 200 rubles), I still had to stand, then I still managed to get in.
* all excursions accordingly took place without a queue and until the n-number of people leaves, you will not be launched. So you're waiting for an hour... it's extremely unclear why they take crowds of children there, they don't see anything below, but you're standing, waiting for the door to be opened and allowed to enter, while the children are just rushing around playing catch-up
The service in the cafe was not used, it was generally clean. The entrance to the observation deck is not through the central one, but from the other side of the building (if you go from the parking lot or go around the subway on the left).

There is an observation deck on the last (23rd floor, height 73 meters). Access is well organized, the price is reasonable, but the building itself is far from the city center, in fact from a sleeping area, the views are not bad, but there are viewing rooms in the city much more interesting.

We were there in winter. Winter without snow, drizzle from the sky. Bottom line: nothing is visible at all, all the safety windows (let's call them that) are covered with raindrops, fog in the distance. We wasted our money. 10 local rubles per person, for taking a ride on a panoramic elevator is a so-so pleasure.
We were at the WWII Museum, the price is the same, but I would have given more, because the expositions and installations are the most grandiose. And here... just collecting money.
