The dorm is actually quite good. It costs 0.8 base, but for this you get a location 20 minutes from the dorm, a penny within walking distance (if you need a store with a large selection, there are big Neighbors). If you are lucky with the block, then you will have a beautiful view of Nemiga (if you can say so of course), if not, then your windows will overlook other windows of the apartment building and will look after you or flashlights / lasers shine into your eyes. The blocks themselves are not bad: you can live. There are problems with cockroaches, they are very tenacious and there is little that can save them. There are necessary floor shifts that need to be worked out and this is very annoying, especially when you have a lot of pairs and there is no time to work it all out.
