Even if you want to use a SIM card only to receive text messages from web services (the cost of living of any person on the planet) you ARE REQUIRED to pay a minimum tariff of 4 hundred Russian rubles. JUST TO BE. And if you suddenly decide to keep the number in the red for more than a couple of months, punitive measures begin. At the same time, there is no flexibility, no “social” modes or basic free existence of the number - if you just want to save the number and sometimes receive messages, be kind enough to pay.
