There is always a huge queue due to the poor organization of the process. You can't buy stamps, paste them yourself, and drop a letter in the mailbox. Employees put stamps on letters themselves, pack parcels, instead of letting people fill out papers or put things in a box and serve another customer at that time. Sending one email without notification takes 15 minutes at the window and 50 minutes in the queue.
