Phaselis is quite worthy of 4-5 stars as an ancient city and an excavation site. There is nothing much to see, but the opportunity to touch the antiquity is unique.
The problem is that Phaselis, in addition, is also a nature reserve and a recreation area with a very (very, very!) a high price for admission. For this price you will get 6 toilet cubicles, and 6 changing booths, plus 2-3 kiosks with food and drinks. They don't know what it means to "clean up garbage", "organize parking", "maintain cleanliness and order" here at all. And you're sitting in some kind of wilderness, I can't even compare with the "wild" beaches - rather with some dysfunctional streets of the most depressing cities, and for your money you're shoveling garbage to enjoy the beauty of the ruins, or the view of the bay, or swimming in the lagoon.

It makes sense to visit only as part of a walk along the Lycian trail from Paradise Bay without paying 10 euros at the entrance. The views to Phaselis are simply gorgeous, though I can't imagine how people walk in the season, well, it's very hot in the open sun.
As of November 2024, little is available, reconstruction is underway, dust is everywhere. The main street of Phaselis is closed. You can see part of the baths, the amphitheater, the aqueduct.

The so-called museum is not a museum at all. This is an office for collecting 220 lire for visitors. In fact, this is a shop that has captured the beach. Nothing corresponds to the museum. There are no excursions. But there is a grub. There are no plaques near any of the exhibits. The ancient ruins are in terrible condition, no one takes care of them. Scientific approach - 0. Trees destroy old walls. There are no shore fortifications to protect the ruins. Turks creatively break out pebbles and creatively combine different designs from them. Part of the pebble is dragged into the swamp of the "museum complex". Upstairs in the aristocratic part there are a few pathetic stones, which they proudly call either a palace or a fortress. Access to a significant part of the structures is impossible, only through thorns and steep slopes. The territory is polluted with garbage.
In general, everything is so sad that my heart breaks.
Do not go, do not encourage greedy stupid merchants finishing off the old city.

We were in Phaselis on August 3 of this year. We arrived from Kemer by bus 08, which takes us from the center (stop at the mosque) and straight to Phaselis. The entrance is 220 lire. We arrived at 4 p.m. on a weekday and there were an awful lot of people, mostly locals, all the parking lots were packed. All the beaches are dotted with people, all the bushes and trees are picnics. The ruins are beautiful, scattered throughout the "park", archaeological work and excavations are currently underway, but this does not interfere in any way. The ruins are mostly in the shade, so you can explore everything in the heat. Be sure to bring a swimsuit, there are changing rooms near the sandy beach and a shower. There are toilets too. It is quite pleasant to swim on the sandy beach, passing a small piece of stones (south harbor). It is not very pleasant that cars are parked right next to ancient ruins, and people place their belongings on them. Therefore, 3 out of 5.

We were here in early June 2023, getting from Kemer, ordering a taxi for $ 50 round trip (with waiting).

2) The beach, I repeat, is magnificent and the only sandy one in Kemer and the surrounding area. Local Turks are present, but either family or young couples who have become Europeanized in recent years, and therefore without noise and hubbub. The descent is super-shallow and shallow with a long passage into the sea (as on Pleshcheyevsky Lake in Pereslavl-Zalessky).

We were there on May 26 , 2023 . We got there on our own from Tekirova by bus. The fare is $1 per person. Very close. There is a ticket office at the entrance to the park. The entrance fee is 180 liras. You can pay by card. Dollars were not accepted at first, but then the girl from the cashier suggested that she would pay for it herself, and we would give her dollars. 10 for admission. Children under 9 years old are free of charge.
15-20 minutes walk to the ruins. It's very picturesque along the way. Several bays. On the far side, mostly everyone swims. There's a sandy bottom. There is a small shop/cafe and a toilet.

The amphitheater is very well preserved, the aqueduct is striking in its beauty.
