I have never seen this in any state-owned bank, but in general it is uncritical, bureaucracy is the norm for a bank.

I replenished my bank card through a terminal with instant online transfer. The terminal took the money, and issued a receipt marked "save until the moment of transfer." An hour passes and there is no money. The technical support response is that your application has been accepted, and we will resolve the issue in 15-30 calendar days. Do not take risks and top up your card through the cashier. It was a very unpleasant experience.
